Project Name
Project for Strengthening Medical Equipment Management System for Quality Health Service in Eritrea
Project Goal
Project Purpose:
Management practice (including maintenance) for medical equipment at target hospitals is improved.
Overall Goal:
Improved management practice for medical equipment is disseminated to other referral and zonal hospitals.
Super Goal:
Quality of health service in referral and zonal hospitals is improved. (in Asmara and 5 regional hospitals)
Outputs
1. National guideline for the medical equipment management is adopted.
2. Capacity and performance of BMEU is further improved.
3. Work environment in relation to medical equipment at the target hospital is further improved.
4. Preventive maintenance practice is routinely conducted by medical equipment end-users at the target hospitals.
Activities
1-1 Formulate management guideline development committee.
1-2 Conduct situation analysis for medical equipment management.
1-3 Formulate forms and manuals for medical equipment maintenance especially for hospitals.
1-4 Formulate forms and manuals for medical equipment maintenance especially for MOH.
1-5 Formulate forms and manuals for medical equipment maintenance especially for BMEU.
1-6 Develop equipment management guideline draft.
1-7 Organize workshops for consensus building.
1-8 Officialize the guideline by the Ministry of Health.
1-9 Publish the document guideline.
1-10 Distribute the guideline after publication.
1-11 Conduct management training based on the approved medical equipment management guideline for hospital managers and medical equipment management teams in hospitals.
1-12 Draft standard equipment list as an annex of the guideline.
1-13 Distribute the modified guideline and manuals based on the feedback from hospitals and BMEU.
2-1 Conduct technical and preventive maintenance training for BMEU staff.
2-2 Implement 5S activities in BMEU.
2-3 Formulate “Standard Operation Procedures (SOPs)” by BMEU for maintenance workshop in BMEU.
2-4 Formulate preventive maintenance training module and teaching material for end-users by BMEU.
2-5 Perform periodical monitoring and instructing the end-users by BMEU.
2-6 MOH supervises BMEU regularly.
2-7 Allocate additional cadres to BMEU by MOH.
2-8 Organize a satellite workshop in Halibet Hospital.
2-9 Provide technical assistance by BMEU for satellite workshops.
2-10 Develop an inventory and procurement plan of medical equipment, consumables and spare-parts at hospital and BMEU levels.
3-1 Conduct the baseline survey in relevant scale (service-provider and customers satisfaction and medical equipment maintenance recognition).
3-2 Cooperate 5S activities on medical equipment management between hospitals managers and BMEU.
3-3 Implement 5S activities in each target hospital and apply the 5S principles to medical equipment management.
3-4 Conduct small-scale renovations of physical structures to accommodate medical equipment through 5S activities.
3-5 Conduct annual workshops & study tours to exchange information and dissemination of 5S activities.
4-1 Train end-users on preventive maintenance at each target hospital by BMEU.
4-2 Conduct preventive maintenance for all medical equipment at target hospitals by end-users.
4-3 Conduct the monitoring on operational condition of medical equipment by hospital managers.

• The security in Asmara is maintained.

• Budget constraints of MOH are not worsened.
• Burden of communicable diseases doesn’t drastically increase at target hospitals.
• Clinical activities at the target hospitals are maintained.
